Caroline Joiner

Caroline Joiner is the executive director of the Global Intellectual Property Center at the U.S. Chamber of Commerce.

Joiner is responsible for carrying out the Center’s goal to champion intellectual property (IP) as a vital engine of global development, growth, and human progress. With the help of more than 20 staff, she is leading a sustained, long-term campaign to protect and defend IP and innovation around the world.

Joiner was appointed by President George W. Bush in 2005 to serve as the executive director for USA Trade Promotion, a division of the U.S. Commercial Service, at the U.S. Department of Commerce. She managed a staff of 50 trade professionals and was responsible for providing trade information to small businesses across the country and for educating policymakers about the benefits of free trade.

Previously, Joiner was chief of staff to the deputy chairman at the Republican National Committee where she was responsible for the coordination of a $200 million budget and several programs, including major campaign events and the recruitment and grassroots deployment of more than 6,000 volunteers and lawyers.

Joiner also served the U.S. Commercial Service from 2001 to 2003 as chief of staff to Assistant Secretary and Director General Maria Cino. There she managed the day-to-day operations of the office and oversaw the execution of projects such as congressional outreach, client recognition programs, and trade missions.

During the 2000 presidential campaign, Joiner was a political coordinator for Bush for President, Inc., and Victory 2000. She also served on the 1999 Texas Inaugural Committee, on the reelection campaign of then-Gov. Bush, and on the staff of the Governor Bush Committee.

Joiner was raised in West Texas and is a graduate of the University of Texas at Austin. She, her husband, Ray, and their son, Hudson, reside in Alexandria, Virginia.
